out in the world though it is hard to find in washington these days. president obama spending holidays in beautiful hawaii where reports now surfaced where he is looking to strike a smaller fiscal deal that would extend tax cuts for the middle class but not tackling any spending cuts. chief white house correspondent ed henry is live in honolulu with more. ed, for the first time, people like joe lieberman are saying i really think we'll go over the cliff. what do you hear? >> reporter: it's a real possibility, you're right. we're a week out. people on both sides have been talking this thing to death. it might need a christmas miracle at this point to avoid going off the cliff. the president scaled back plan basically would extend unemmoment benefits for two million people who will lose them a week after christmas if there is no deal. he also wants to extend tax cuts for 98% of americans. you heard him talk about that again and again. that level of $250,000 or less. the republicans have not afreed to that on the hill obviously. when you talk to folks like senator lindsey graham, they say

, response to the part about spending cuts, and what is spending cuts is the obama administration talking about, guaranteed spending cuts? >> they already accepted a trillion dollars in domestic spending cuts in next 10 years. they put on the table additional cuts in medicare and social security not as much as republicans want but clearly they have moved on that. and i also think there will be substantial defense cuts, if we want to make a dent in the deficit. i mean this is the choice that is going to be in front of us. if, we have to do four things if we want to reduce the deficit. we have to get more revenue, we have to cut domestic spending, we have to trim and reform the health care programs in particular of medicare and medicaid and we have to cut defense. if we do all four of those things we can make significant down payment getting deficit under control. if we do some of them, the numbers are not there enough to make as much progress as we want. this is where mark and i agree. over next six to nine months we could see substantial progress towards smart fiscal policy in the country

forward a little bit more, president obama more on spending reductions including entitlement reform, he did do some and mr. boehner, speaker boehner coming forward not just $1 million having a tax raise, those earning $400,000 to $500,000, you can get the grand bargain. it's not what we are talking today. get the fiscal cliff to where you change the scale to a bunny slope, where the skier can pick up speed, accelerate the economy up to 3%, only reducing the debt reduction down 200 billion. then with the surging economy, you get $3 trillion in february before the debt limit is broken, then the economy is so strong it can take the grand compromise and roar into the next nine years. that's the grand compromise. >> i heard you use that reference of the bunny slope. we are about to hit the bunny slope as opposed to the fiscal cliff. this is from an article in the washington post. if an agreement is reached, taxes would go up a bit for the wealthy. there would be no changes to entitlement programs, medicare, social security, no grand strategy to race cash through a tax code. a fresh start for

leadership. the house has passed two budgets that would spend $7 trillion less than what president obama's budgets were proposed at. again, remember president obama's budgets didn't get a vote from a member of his own party. we do need -- we know -- we understand that his balanced approach is primarily tax increases that don't begin to solve the problem. we are talking right now, even more -- most robust increase in taxes would raise maybe $75 to $80 billion. so this tax increase will take care of maybe 3 to 7% of the deficit. he has talked about a balanced approach. what is the solution for the other 93%? that's what we have to start getting our arms around. creditors around the world, at some point are going to take a look at the united states government and say, we are not going to loan you money. when the interest rates inch up, we crowd out all kinds of spending. if we revert to the average interest rate we had from 1970 to 1999, 5.3% that, cost $600 billion per year in added interest expense. that's what we are trying to avoid with a fiscally responsible plan. >> we stand by with y
